I used to work at a seafood counter. We'd never have one shrimp left-- if a customer wanted a pound and that was all that was left, plus one, we'd just add in the extra one after weighing and pricing the rest.
If I wasted the packaging to wrap a single shrimp, that likely wasn't going to sell at clearance prices anyways, my manager wouldn't have been very happy.

my wife used to buy discount seafood items for her cat. this would have been a perfect pick up for her or someone doing the same.

Man, I'm sure glad they spent more money (and time) in the packaging, than it would have cost just to toss it.
Yes, we shouldn't aspire to waste food, but this is an even bigger waste, because no one is gonna buy it. We've now wasted the shrimp, the packaging, and the time of the person who did this.

Ignorant American here: I've never seen shrimp available with heads. At least in a grocery store. Is head-on shrimp common enough over there that it gets specified?

Saw a reduced squid for 20p in Morrisons the other day.
It went out of date that day, and didn’t want to risk it.
Also they were selling whole milk that went out of date that day at like 30p per 4 pint. Got tons of it and just froze it.

This is the sort of thing I'd pick up, carry around the store and then leave at the checkout with a hole in the wrapper and say "I changed my mind, I think something is wrong with it"
